It can go either way. For instance, in my semi, I can't hear police or fire vehicles behind me over the road noise, and their sirens point forward. In my pickup (big block F250) I can't hear a stock HD, let alone a Japanese bike. For the most part, loud pipes tend to be more show than go as far as safety is concerned, although I must admit to having a barely packed glasspack on my Savage. Sounds like a helicopter, and is kind of my revenge for the local kids playing rap music at top volume while driving past my house.
